Policy for Contacting Federal Officials

Prior approval from the Director of Strategic Initiatives, in consultation with the Chancellor and Provost, is required before any campus employee may initiate contact with covered federal government officials on behalf of the University. Covered federal government officials include any member, officer, or employee of Congress or the President, Vice President, officers and employees of the Executive office of the President, and various high-level officials and uniformed officers in the executive branch.

The scenarios that specifically require advance approval by the Director of Strategic Initiatives are included in the University of North Carolina System document titled, “Regulation on Contacts with Covered Federal Government Officials.” Activities with covered federal government officials are governed by the Lobbying Disclosure Act (LDA). Penalties resulting from not adhering to the terms of the LDA are onerous. They can result in either prison terms and/or substantial fines.
